Adding the code to prevent excessive connection to the collection server

The safety option has been added to prevent excessive creation of connections upon a collection server failure and to limit the number of handles used by Windows agents up to 1000.

Fixing of the Amazon Linux meta URL connection problem

Upon connection to Amazon Linux meta URL, the problem has been fixed where the timewait occurs when connecting the socket.
